Hours of Work: 35-hour work week Monday – Friday, 8am to 4pm

The City’s Council on Aging Director is responsible for planning, administering, and supervising all operations and activities of the Council on Aging (COA) to meet the needs of the aging population in Amesbury. This includes developing programs, managing budgets, supervising staff, overseeing transportation services and advocating for elders. The Director also serves as a liaison between the COA and other town departments, community groups, and state agencies. Working with the Council on Aging Board of Directors and reporting to the Mayor, the Council on Aging Director plays a substantial role in departmental policy development and is required to exercise considerable independent judgment in administering and managing the department to ensure and improve efficiency and effectiveness of all areas under their direction and control.

Essential Duties and Responsibilities: Duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific duties does not exclude them from the position if the work is similar, relates, or is a logical assignment to the position.

  • Design, implement and oversee a wide range of programs and services to address the social, recreational, and service needs of Amesbury elders;
  • Assess the needs of the elder population and adapt programs and services accordingly;
  • Ensure compliance with all applicable federal, state, and local laws and regulations;
  • Identifying, researching, and applying for grant funding, and developing innovative and creative funding streams to benefit Amesbury elders;
  • Prepare and submit reports to city departments, state officials and agencies, and related funding sources;
  • Supervise, train, and support COA personnel, providing office, program, and phone coverage when necessary;
  • Assess Council on Aging outcomes and recommend new approaches, policies, procedures, and long-range plans in alignment with the IAmesbury 2030 Master Plan, particularly in the area of intergenerational programming;
  • Implement changes and monitor for continuous quality improvement;
  • Assist seniors with administration for access to local, state, and federal services and programs;
  • Build relationships with elders and their families, city departments, community organizations, and other stakeholders;
  • Develop, recommend, and administer the COA’s operating and capital budgets;
  • Oversee or perform duties related to the accounting and recordkeeping of user fees, gifts, and municipal, state and federal funds;
  • Maintain statistical records for budgetary and planning purposes;
  • Regularly update the Mayor and Council on Aging Board of Directors on pertinent activities, issues, and problems related to the delivery of elder programs;
  • Oversee the Nicholas J. Costello Transportation Center alongside other departments in the building to ensure that it is a welcoming and safe environment for day-to-day use and for any public reservation;
  • Represent the COA at various community events;
  • Other duties as assigned by the Mayor.

Minimum Qualifications:

  • Bachelor’s Degree in social work, gerontology, human services administration, or related field, or 4- 5 years of experience in the field, including organizational management, or any equivalent combination of education, training, and work experience.
  • Master’s degree preferred.

Required Skills and Qualities:

  • Strong interpersonal and communication skills, both verbal and written.
  • Comprehensive knowledge of the principles and practices of gerontology management.
  • Ability to assign, train, and supervise staff, including volunteer employees.
  • Ability to manage confidential information with integrity and professionalism.
  • Thorough knowledge of the federal, state and local services and resources available to the elderly.
  • Expert knowledge of federal and state regulations pertaining to benefits and programs for elders and their families.
  • Familiarity with municipal accounting systems and public sector practices.
  • Ability to prepare and administer an operating budget for the department.
  • Ability to develop and implement short-term and long-range comprehensive plans, projects, and programs.
  • Solid grant writing skills.
  • Ability to make presentations to elected officials, commissions, committees, and special interest groups.
  • Ability to plan and prioritize department operations to meet programming commitments.
  • Ability to work as part of a team collaborating with colleagues across divisions, establishing and maintaining highly effective working relationships with the Mayor’s office, department heads, elected officials, staff, residents, representatives of civic and community groups, vendors, the public, and others encountered in the course of performing job duties.

This position requires sedentary office administration as well as frequent periods supervising personnel and community participants in non-office settings, such as various municipal and community buildings and facilities (indoor and outdoor).

This position requires the employee to communicate, detect, converse with, discern, express oneself, exchange information. The ability to communicate information and ideas so others will understand. Must be able to exchange accurate information in these situations.

This position requires the employee to detect, determine, perceive, identify, recognize, judge, observe, inspect, estimate, and assess. The ability to observe details at close range within a few feet of the observer.

This employee frequently moves boxes up to 20 pounds across office areas for various needs, including having to lift, carry, push, pull, or otherwise move objects.
