Position Description |
The Council on Aging (COA) Director is the primary administrator responsible for planning, coordinating, and implementing programs and services for the elderly population of Holbrook, MA. Reporting to the Select Board, the Director collaborates with town departments, community organizations, and senior advocacy groups to ensure comprehensive services that enhance senior quality of life. |
Duties & Responsibilities |
Key Responsibilities: • Develop and oversee diverse programs and services tailored to senior community needs, with a focus on diversity, equity, and inclusion. • Coordinate senior transportation services, ensuring accessibility, safety, and efficiency. • Manage the COA budget, forecasting needs, monitoring expenditures, and pursuing additional funding through grant writing. • Supervise COA staff and volunteers, providing leadership, support, and professional development. • Advocate for seniors’ rights and needs within the community, representing the COA at public meetings and events. • Collaborate with the Select Board, town administration, and COA Board to formulate strategic plans and policies. • Enhance accessibility of senior programming and resources, ensuring equitable community access. • Develop and implement outreach programs to engage homebound residents and ensure their access to services. • Forecast the future growth and changing needs of the senior population in Holbrook to adapt and expand services accordingly. • Provide quarterly and year-end reporting to the Select Board and town administration on program outcomes, budget status, and strategic initiatives. • Prepare reports and presentations for town officials and funding agencies. |

Qualifications |
• Bachelor’s degree in Social Work, Gerontology, Public Administration, or related field; Master’s degree preferred. Relevant certifications or additional years of experience may be considered in lieu of a degree. • Minimum 3 years of experience in senior services administration or related field, including program development, budget management, staff supervision, grant writing, and diversity promotion. • Strong knowledge of aging issues, services, and resources, particularly within Massachusetts regulatory context. • Track record of successful grant proposal writing and managing grant-funded programs. • Commitment to advancing diversity, equity, and inclusion in senior services. • Excellent communication, interpersonal, and organizational skills. • Ability to collaborate effectively with diverse stakeholders and community groups. • Proficiency in Microsoft Office Suite and database management. |
Salary Range or Hourly Rate |
$65,000-$75000 per year |
